The legal framework of the Moldovan banking sector consists of legislation regulating banks' acidity and providers of payment services.

Competent Authority– a public authority or an officially recognized authority in domestic law (the National Bank of Moldova), which is authorized by law to supervise banks (investment companies, if applicable) as part of the existing supervisory system in the state.

Bank – a legal entity whose activity consists of attracting deposits or other repayable funds from the population and issuing loans at its own expense.

Non-bank payment service providers – payment companies, including those providing account information services, postal service providers licensed by the National Bank of Moldova in accordance with Law No. 114/2012 on payment services and electronic money, electronic money issuing companies providing payment services and/or issuing electronic money.

Financial sector entity – any of the following entities:

  1. bank;
  2. investment company;
  3. non-bank financial company;
  4. an ancillary service provider included in the consolidated financial statements of a bank or investment company;
  5. insurer;
  6. reinsurer;
  7. mixed-activity holding company;
  8. insurance holding company and mixed-activity insurance holding company;
  9. an enterprise of another state whose principal activity is comparable to any activity of the specified entities within the framework of the relevant definition;
