(1) Legal relations in the field of education are regulated by the Constitution of the Republic of Moldova, this code and other applicable legislative and regulatory acts.
(2) Legal relations in the field of education are also regulated by international acts: the Universal Declaration of Human Rights, the Charter of the United Nations, the European Convention for the Protection of Human Rights and Fundamental Freedoms, the European Social Charter, the UN Convention on the Rights of the Child, the Framework Convention for the Protection of National Minorities, the UNESCO Convention against Discrimination in Education, the UN Convention on the Rights of Persons with Disabilities, the International Convention on the Elimination of All Forms of Racial Discrimination, the UN Convention on the Elimination of All Forms of Discrimination against Women, the Bologna Declaration, as well as other international treaties to which the Republic of Moldova is a party.
(1) Education is a national priority and a key factor in the sustainable development of a knowledge-based society.
(2) Through educational policy, the state ensures:
a) the fundamental right to education, necessary for the exercise of other human rights;
b) implementation of the fundamental mechanism for the formation and development of human capital;
c) implementation of the educational ideal and educational goals, formation of national consciousness and national identity, promotion of universal values and aspirations of society for European integration.
