Rights of Persons with Disabilities

This section is aimed for persons with disabilities – citizens of the Republic of Moldova and foreign citizens legally residing in the Republic of Moldova, in accordance with the legislation.

Protection and promotion of the rights of persons with disabilities are based on the following principles:

a) respect for fundamental human rights and freedoms;

b) equality of opportunity;

c) equal treatment in employment and in matters of employment;

d) social solidarity;

e) non-discrimination;

f) partnership;

g) freedom of choice and control or decision-making regarding one’s own life, services and forms of support used;

h) respect for the inherent dignity of the person, individual autonomy, freedom of one’s own choice and independence of the person;

i) perception of persons with disabilities as part of human diversity and humanity;

j) full and effective participation and integration into society;

k) accessibility;

l) equality in rights of women and men;

(m) respect for the evolving capacities of children with disabilities and their right to preserve their individuality.

The Ministry of Labor and Social Protection is the central sectoral public administration body authorized to develop, promote and implement state policy in the field of social protection of persons with disabilities, to ensure coordination and evaluation of the activities of the social integration system of the relevant persons.
