It is the central sectoral body of public administration, which ensures the implementation of state policy in the areas of activity entrusted to it.
The Ministry of Labor and Social Protection was created and operates on the basis of Government Resolution No. 149/2021 on the organization and functioning of the Ministry of Labor and Social Protection.
The mission of the Ministry is to analyze the situation and problems in the managed areas of activity, develop effective public policies in the areas provided for in paragraph 6, monitor the quality of policies and regulations and propose justified state intervention measures that will result in effective decisions in the areas of competence, ensuring the best balance between expected results and envisaged costs.

1) development of ex ante analyses of policy documents, draft regulations in the areas specified in paragraph 6, including to ensure the implementation of regulations and decrees of the President of the Republic of Moldova after their publication in the Official Monitor of the Republic of Moldova, in cooperation with the relevant representatives of civil society and business circles;
2) cooperation in accordance with national legislation with foreign specialized organizations in the areas specified in paragraph 6;
3) monitoring the assessment and position of the Republic of Moldova within the framework of international indicators and ratings that relate to its specific areas, and developing proposals for their improvement;
31) coordination of sectoral policies in accordance with the chapters on accession to the European Union with the aim of developing the Contribution of the Republic of Moldova to the Annual Enlargement Package of the European Union and gradually preparing for the opening of negotiations on the accession of the Republic of Moldova to the European Union;
32) implementation of the Association Agreement between the Republic of Moldova, of the one part, and the European Union and the European Atomic Energy Community and their Member States, of the other part;
4) monitoring the perception by citizens and economic agents of public policies, regulations and state activities in the areas of activity specific to the ministry and developing proposals for their improvement;
5) monitoring the quality of public policies and regulations in the areas of activity specific to the ministry, including in cooperation with civil society and the private sector;
6) implementation of regulations and implementation of international treaties of the Republic of Moldova in the areas provided for in paragraph 6, drafting reports on their implementation;
7) reviewing and drafting opinions on draft regulations developed by other public administration bodies and submitted for review;
8) developing, approving and implementing sectoral expenditure strategies, submitting proposals for the development of the medium-term budget forecast, developing budget proposals in the areas provided for in paragraph 6, the annual activity plan, as well as annual monitoring of the degree of their implementation by developing and publishing relevant reports;
9) organizing the budget planning, execution, accounting and reporting systems in the Ministry and, where necessary, in subordinate budget bodies/institutions;
10) ensuring the management of budgetary allocations and property management in accordance with the principles of good governance;
11) coordinating and monitoring the activities of subordinate administrative bodies and public institutions in which the Ministry exercises the functions of a founder;
12) ensuring the provision of services in the areas of competence of the Ministry through subordinate institutions;
13) managing, in accordance with the law, international financial assistance programs to support reforms of the employment and social protection systems;
131) maintaining the State Register of Personnel of the Social Assistance System in accordance with Act No. 71/2007 on Registers;
132) organization of the system of professional development of personnel in the field of social assistance;
14) implementation of other specific functions
